\u201cOrigin\u201d, \u201cprovenance\u201d, \u201cmade in\u201d, \u201cpacked in\u201d and a company address may all appear on the same food, but they do not necessarily mean the raw material comes from the same place<\/strong>. EU rules require country of origin or place of provenance in certain cases and sectors, and they also aim to prevent presentation that could mislead consumers.<\/p>\n

Country of origin and place of provenance<\/h2>\n

Under EU food-information rules, country of origin<\/strong> relates to the applicable legal origin rules, while place of provenance<\/strong> is the place from which a food is stated to come when that is not the legally defined country of origin. The practical point is that a geographical reference can describe different things: legal origin, stated provenance, place of processing or the business operator\u2019s address.<\/p>\n

Must every food state origin?<\/h2>\n

Not in the same way. Some products and sectors have specific origin requirements, while the general rules also require origin or provenance where omission could mislead<\/strong>, particularly where other information on the label suggests a different origin.<\/p>\n

That is why you should not expect the same wording on olive oil, meat, protected cheese and preserved vegetables. Sector-specific rules may add further requirements.<\/p>\n

A company address is not automatically the food\u2019s origin<\/h2>\n

A business address in Madrid, C\u00f3rdoba or Asturias identifies the responsible operator but does not by itself prove where the main raw material was produced<\/strong>. Likewise, \u201cpacked in Spain\u201d does not necessarily mean \u201cSpanish raw material\u201d. Read exactly what the statement refers to.<\/p>\n

What is a primary ingredient?<\/h2>\n

EU rules use the concept of a primary ingredient<\/strong> for an ingredient or ingredients representing more than 50% of a food or normally associated by consumers with the name of the food and for which a quantitative indication is required in certain cases.<\/p>\n

Where the origin or provenance of the food is stated and the primary ingredient has a different origin, EU law may require the different origin to be indicated or a statement that the primary ingredient does not come from the origin presented for the food.<\/p>\n

A conceptual example<\/h2>\n

Imagine a food that prominently presents a country or region while its main raw material comes from elsewhere. Depending on the case and applicable rules, the label must avoid implying that both origins are necessarily the same. This may mean stating the primary ingredient\u2019s origin or clearly saying that it differs.<\/p>\n

PDO and PGI add another layer<\/h2>\n

A food can state an origin without belonging to a protected scheme, while a protected scheme imposes requirements beyond placing a location on the pack.<\/p>\n

How to read origin claims carefully<\/h2>\n

1. Identify whether the statement refers to the food<\/strong>, an ingredient<\/strong>, the place of processing<\/strong> or the operator<\/strong>.<\/li>\n
2. Check whether sector-specific origin rules apply.<\/li>\n
3. If the pack strongly highlights a place, look for clarification about the primary ingredient.<\/li>\n
4. Do not turn origin into an automatic quality score: provenance and sensory quality are not synonyms.<\/li>\n<\/ol>\n
